All I can say, is "Wow." Your sense of the pulp ethos is uncanny. This would be a treasure trove for a GM -- lots of ways to create trouble for players. And the historical flavor cannot be beaten.

Yes -- I love your instincts. I'm not an expert GM by any means, but it seems to me you're very much in the ballpark. It's another reason why I think you may find The Between or The Silt Verses of interest, as they both do a great job of providing just enough info to build something from, but leaving a huge amount of agency to the players.
